Principal Contractor (Building Regulations)
The building regulations principal contractor is the dutyholder responsible for planning, managing and monitoring the construction phase so that the work complies with the building regulations — a distinct statutory role from the CDM principal contractor.
Where the CDM principal contractor answers for safety, this one answers for compliance: that the building as constructed matches what the building control body approved, and that the evidence — notices, compliance statements — is given to the right bodies at the right times. On higher-risk buildings the Building Safety Regulator holds the gate, and the principal contractor\'s compliance declarations carry personal and corporate consequence.
Funders and developers have learned to ask the appointment question early: who holds which principal-contractor hat, on what competence basis, and who signs the completion certificate statement. Teams that cannot answer crisply discover the answer is negotiated badly, late, at a premium.
