PCSA — Pre-Construction Services Agreement

A pre-construction services agreement appoints a contractor for pre-construction work — design coordination, pricing, buildability, procurement of long-lead items — before the main contract is executed.

Where it sits: JCT publishes a standalone PCSA form; NEC4 has a pre-construction services contract option. The fee basis and the route to the main contract need express terms.

PCSAs trade early involvement for later certainty: the contractor\'s input sharpens design and price, the employer gains programme and procurement headroom. The commercial risks are the ones the schedules attract — open-ended obligations, no guarantee the main contract follows, and pre-construction spend with no priced mechanism if it does not.

Market context matters: as this is written, tier 1 and 2 capacity is heavily committed to PCSAs on major projects and data centres, which tightens specialist availability for everyone else. Budget the real market, not the diagram.
