CDM 2015

CDM 2015 — the Construction (Design and Management) Regulations 2015 — is the health and safety regime that allocates duties across a construction project to the client, principal designer and principal contractor.

Where it sits: Construction (Design and Management) Regulations 2015 (SI 2015/51). Duties fall on domestic and commercial clients alike; the HSE enforces.

For a commercial team the interest is not the safety case itself but its cost and programme consequences. The principal designer and principal contractor appointments are real roles with real fees, the pre-construction information has to be assembled before tender, and the client\'s brief feeds the whole chain. Projects that treat CDM as paperwork discover the truth at the planning gateway or on site, when the stop signs come out.

Compliance support is a scheduling service as much as a legal one: the duty holders need appointing at the right moments, and the health and safety file needs building as the job does.
